If you never get up to temperature even after running for a while its likely the thermostat is stuck open. The thermostats on these CRD's are extremely low quality, I went through 4 in 100k before I got a serviceable Thermostat. The stock part is an expensive pieces of s**t.
There are a couple of solutions. One of the most common is to install an inline Stant thermostat. Its a cheap solution that will get you through the winter. do a search for inline thermostat or Stant Thermostat
