If the horn fuse/relay is okay, then yes it can,but since your airbag light is on and the horn doesn't work I'd say the clockspring got messed up when the removed the rack&pinion and put the other steering gear in.You got to imobilize the steering wheel so it doesn't move or you'll ruin the clockspring disconnecting the steering gear.

My wife had the airbag light on in her Venture Van it was the seat belt sensor, the dealer R&R'd it. Joe

I have read several things about disarming the airbag system. They say there is a very important method to doing this. Even if you pull the fuse for the airbags they can still deploy.

I ordered some instructions on how to properly disconnect the airbags. I really don't think it is ALL THAT difficult. But I'd rather be on the safe side. This company also sells switches to turn of your airbag manually at will if you desire. Requires one switch per airbag. (2 Jeeps, 4 airbags = $650 for switches) I chose the disconnect instructions that comes with simulators that keep the airbag light from coming on, consequently storing a code in the computer (4 airbags = $115) I'll let you know what I find out. I'm curious how much of a scam this is. If you look at the airbag switch wiring diagram in your Service Manual, you will see how simple it is. KEY is choosing the correct wire.
Pulling the fuse disarm the SRS system, and if you want to double make sure then disconnect the battery also and then turn on the headlights(to drain any juice in the system).I have had professional training on SRS sytems and I'm GM and Chrylser certified to work on SRS sytems(worked at a GM/Jeep dealership bodyshop).I replaced a few to know, they are fun to explode in the parking lot though, launch about 75' in the air, cops don't like it  .

Oh and any tampering with the SRS system will void any warrenty and if you have a accident that someone is hurt really bad or killed they will look at the SRS system and if it was tampered with(any aftermarket switches or disarmed) the insurance company is no longer liable for the damages and medical bills.Plus tampering with the sytem could cause the airbags to go off.
