This happened last week on Rte.43 in Waukegan, IL near me. Unfortunately it ended up being fatal. I wonder if someone was testing the limits of the commander, by looking at the pic.

Not a whole lot on top to stop it. I use to drive tow truck and had to pull a explorer of a poll like that before but not as bad. The people made it out alive.
