I think you need a $35 DRL relay to plug into your inside fuse box and have the dealer reset the country code to Canada, about another $30. This was written up about a year ago I'd guess.
If you wheel you want to make sure you can turn off the DRL solution easily. In a tight lineup crawling through some obstacle where you're carefully picking your track you don't want someones lights reflecting back at you from your mirrors or creating shadows that make it harder to pick a track.
IMO DRLs should be left to motorcycles. When everyone uses DRLs they just become light-noise. Too many people drive with just the DRLs on at night and for some this means they have no tail lights on.
The DRL may be considered as light noise or pollution to some but I believe it has more of a reputation as a safety device since it is more visual then no light at all when you are the one driving into the sunlight.
