A drill, some ratchets and some wiring tools should cover you for the project.

I have seen on other post that some have mounted the lights to the plastic with a metal backing plate, and then others have drilled into the frame under the plastic...just wondering what in everyone's opinion is the best.

You don't have to take off the bumper skin, but to ensure you drill in the right place, it's a good idea. Take off the tow hooks (if you have any). Take off the bumperskin, drill a hole in the middle of where the tow hooks mount (one on each side). Put the bumper skin back on, drill through the bumper skin, then mount the lights, adjust the lights, put the tow hooks back on..

Of course, I may be a little biased as to where to put them :)

I was planning to through bolt mine to the bumper. there's a hole in the bottom of the bumper on both sides that i think i can get a nut on them.

Since you've got the older bumper style you can use this image as a guide if you decide to drill thru the bumper:

I would add 1/4" to the 1" out from the grille, that would make it easier to aim your lights (mine hit the grille when aimed properly). You'll drill down thru both the plastic and the metal frame, and there is an access hole on both sides you can use to get at the bolts from underneath:

It's the large hole with rounded corners just inside where the front hitch (or tow hooks) mount. Actually if you have tow hooks mounted that hole is probably covered by the hooks so you may need to unbolt them to get in there. And if you go with a different light you may need to adjust how far out from the grille you drill, but not too far or you'll drill thru in front of the metal. These will at least give you a general idea of where to start.

I wanted to do the cowel mount spots, but it turns out in Colorado they are illeagal vision obstruction. But if you mount the spot lights on the front pillars like police cars and or taxies or other emergency vehicles it's totally leagal. Of coarse a lot more detailed work, If I recall Rock Lizard may be comeing up with a mount system to put other after market lights on the front pillars :D :D :D
