How much does the arb bumper with winch make the front end of the liberty drop? im worried bout tire scrubbing when i put it on.

With stock(non-CRD coils),Rusty's,or OME light springs you will drop about 1"-2" in the front with a ARB with winch.

if your wanting to add one and keep your lift that you currently have just find some CRD coils and they will work
