Driver's window is slow coming up and will occasionally slip off track and tilt toward the front of the vehicle.

Is this a bad regulator or is it something else?

It may be on it's way, but you may be able to save it before it breaks. If the plastic hasn't cracked yet, it may just be dirty window tracks that are slowing things down and causing the window to tilt.

Take a look at this thread:

The tracks in all of my vehicles are routinely cleaned and sprayed with silicone spray.

That being said...window regulator?
Still under warranty...better now than later I guess.

Yes. If they are already clean, it is the regulator. It is probably cracked or partially broken. Just not all the way yet. Just take it to the dealer and have them replace it now.
