Just a rock guard, it still allows light to pass through.
They make you have the covers on, so you don't use them inappropriately, like when someone cuts you off, even if you turn them on, they don't do anything.

I did a lot of research about aux lights before I added mine on the bumper. Here’s what I found specific to NY…

Only a total of 4 lights can be on ant any one time. This does not apply to ambient/parking lights or cab lights (like the small yellow lights on the tops of pick up.)
Max wattage of any light can’t be greater than 55wt.
All aux lights that are not DOT approved must be covered
No lights should be used above the factory driving lights. The only exception to that rule is when you have a snow plow attached to your truck and you must use raised driving lights.

Aux Driving lights – almost 100% of the time aftermarket lights marketed as “driving” lights are designed to be used as lights you would use only when using your high beams – so not meant for use as a low beam. Most of the time aftermarket lights listed as “fog” lights can be used with your low beams.

sooo, pretty much very similar to other states. Here in NYC, I don't think they bother ticketing for not having covers. But, if they wanted to, they easily could.
The MAXimum of having four lights on at a time, I have heard before.
