Seen that,was going to post but the guy kinda seems like a A-hole from the phrase "have the right to raise the price if enough are interested",kinda doesn't sit right with me,CL ain't EBAY.

Good price though if he sells them for $250.

That's stupid, we all should lowball him now, if 10 people offers him $200, he will sell to the next one who offers him $200. HE DESERVES THIS!

I thought that odd as well. You can reserve the right all you want, the truth is if he gets the kind of interest he thinks would warrant raising the price, he loses all those interested in the wheels. Doesn't make sense to think if all those people are interested at that price, that they would still be interested if he tells them, "wow, you guys are really interested, so how about buying them for $400 instead?". He would be better off starting at $4-500 and letting the low ballers bring him down to what he really wants. People haggle down, not up.
