OHVs are typically unlicensed, non-street legal vehicles. Actually alot of the activity we call off-roading is not considered off-road driving by the National Park/Forest Services. Driving on an established forest road or old logging/mining road no matter how difficult is generally not considered off-road drivings because you are still on some sort of established road. Actually quite a few of these roads are considered legal highways and you must have a licenced and registered street vehicle.

This is also why when you call a Park/Forest Ranger station and ask about off-roading they tell you there are no designed areas. Off-road driving in the eyes the the Park/Forest services means driving off the trail.
