I was going down 140 towards finksburg and saw a white liberty with a bull bar, maybe a westin bullbar, and it had 2 lights on the bar. Then it had a rack I forget if the rack had lights. And there was a guy driving it.

If this is you I was in the red liberty with the rack and the tire on the rack too.
