I should have took pictures. This is what I did for maximum clearence/minimise structural integrity.
Bought replacement plastic rivits from Napa - I did not have the rivit gun, worked ok but tighter if I had
Removed the grill, bumper, plastic fenders and fender liner (sounds hard but not that bad)
Put some relief cuts in (not on the spot welds including thought) including 2 v cuts at the turn points.
Wire brushed and sprayed some undercoating spray and while still tacky
Pounded inward (to engine side) for the fold and got a small maul and pounded more till nice and rounded
Picked out the paint flakes, added some foam filler for a gap and then more undercoating
Turned out nice. Drove like this for a couple months. Almost never put them back in but there are problems sealing to the plastic fenders.
Today I fianally cleaned it all up and put the fenderwells back on
Removed wheels, fenders and liners
cut out all of the bump plus some
scrubbed clean the area and dried
I used 4" super sticky roofing tape (has alum foil on one side)
Applied tape on ouside of plastic fender lining.
Reinstalled fender and fender lining
undercoated the affected area
Look Ma Alll gone!!!!
Tip of the day - The Roofing Tape worked great in combo with the undercoating

I could see 2 variation
1 Cut liner in place, pull out as needed to mount roofing tape inside (hard but do-able)
2 Cutliner in place, put roofing tape on outside
Both - Undercoat
