I know I'm gonna get flamed but that is OK.
Any air intake system that claims to increase horsepower can only operate on one principle: Bigger holes in the air filter. And bigger holes allow larger dust particles into the engine than smaller holes would. That is a simple law of physics and you cannot change the laws of physics.
Since I am interested in the longevity of the engine versus a maybe 1% or 2% increase in HP I stick with the stock filters.
Some of these "bolt on" performance parts companies claim HP increases of "up to 20%" or something like that. That means they managed to find one vehicle somewhere that SEEMED to gain 20% with their product. You can be that "up to" is the key phrase. When you don't get that increase they tell you that they did not guarantee 20%, they just said it "might" get to 20%.
If there was a way to increase HP 5% and fuel mileage 5% for less than $200 I am sure DC would already have it. The manufacturers are all straining to meet the federal CAFE standards so a 5% increase in fuel mileage would be a big deal for them.
If a small gain in performance (mostly in your head) is worth it then go for it. Obviously it is worth it to a lot of people because these products continue to sell.
