Other than the new license, it sounds like Colorado, Forrest service alread runs radar and writes speeding tickets on the trails (when a speed limit sign is posted) and they can write tickets for tresspassing and vandalism. They do however have to call the County or state for DUI or a major accident though.

A new license would suck, what about out of state/non residents that go to big bear to wheel?

Washington has had an ORV license for years. You only need it if you are arr using an off-road vehicle that isn't otherwise licensed. They have also established special ORV parks where you can wheel to your hearts delight. That is what the license money goes to and I doubt that there is enough of it collected to pay for the very well used ORV parks. It has also reduced the number of 4 wheel jerks with the wire cutters in their hip pockets that tear up private property.

I think it's a good idea, but what do I know...I think needing to be 18 to get a regular driver's license is a good idea too:P

I think you guys are getting close to the reason... license means fees, fees mean money, money means power.

If large numbers of people come to the state for Big Bear & Rubicon, well they see it as a revenue generating opportunity that they haven't tapped. If they could show that the fees were being used to keep the wheeling areas clean & usable, I'd have no problem with the fees, but I'd bet they are going somewhere less important.
