There's a great animated explaination on the Jeep website.

On the "Get Ready" tab, click "See How Jeep 4x4 Systems Work", then click "Learn More" under the Selec-Trac heading.

Basically;
2WD - Dry asphalt
4WD Part-Time - Loose surfaces, like gravel roads
4WD Full-Time - Wet asphalt
4WD Low - Serious trails!

definitely second the jeep.com info. Also, play the Games on the site, too. They have a pretty good section where it describes a situation and asks what course of action to take. Some of them are obvious, but some of them are good information to learn about what to do and what gear to use.
