There can be no more than 4 inches between the body floor and the top of the frame. The distance between the bumper and the ground is 24 inches for GVWRs of 4.500 and less; 26 inches for 4,501 to 7,500; and 28 inches for 7,501 to 10,000.

The headlamps must be mounted between 24 and 54 inches from the ground, the taillamps between 15 and 72, and the foglamps between 12 and 30.

f your vehicle's wheelbase is 100 inches or less, the most you can lift can be determined by:
Maximum Lift = Wheelbase x Wheel Track\2200 . For 4x4 wheelbases beyond 100 inches, you can lift a total of 8 inches, but you'll have to remember your new tires don't figure into that equation (so if you lift 4-inches, you can go up in tire size that much too). Shackle lifts are illegal. Mud flaps are required.

Allowable bumper-height increase for front bumpers and rear bumpers depends on the GVWR. For 4,500 pounds and under, it's 24 inches front and 26 inches rear. For 4,501 to 7,500, it's 27 and 29, and for 7,501 to 10,000, it's 28 and 31.

28 inches between the bumpers and the road if under 4,500lbs GVWR rating. For 4,501 to 7,500 lbs, the front bumper must stay lower than 29 inches and the rear 30 inches; for 7,501 and 15,000 lbs, it's 30 at the front and 31 at the rear. Jeeps, Samurais, Broncos, and Internationals, etc... without a DETATCHED BED or considered a PANEL TRUCK are NOT included in this range. They consider these PASENGER vehicles and do NOT list a GVWR rating on the vehicles registration. Passenger vehicles have a max. bumper height of 22".

Lifts must be vehicle specific, and properly installed. Body lifts and not have more than a 3” spacer, and sit more than 4” high after assembled. Fender flair coverage 15° in front and to at least 75° to the rear of each tire and cover the entire tread. Mud flaps required for all lifted vehicles.

For 10,000 lbs GVWR and under, bumpers must be under 31” high. Maximum of 3” body lift.

Vehicles with up to an 8,000-pound GVWR can be pushed 5 inches above the OE height, and the tires can be increased by up to 4 inches in radius over the factory size, equaling an acceptable 9-inch lift.

I've read that NC law is 6" max over stock, but here is the actual law...

20‑135.4. Certain automobile safety standards.

(a) Definitions. – For the purposes of this section, the term "private passenger automobile" shall mean a four‑wheeled motor vehicle designed principally for carrying passengers, for use on public roads and highways, except a multipurpose passenger vehicle which is constructed either on a truck chassis or with special features for occasional off‑road operation.

(b), (c) Repealed by Session Laws 1975, c. 856.

(d) The manufacturer's specified height of any passenger motor vehicle shall not be elevated or lowered, either in front or back, more than six inches by modification, alteration, or change of the physical structure of said vehicle without prior written approval of the Commissioner of Motor Vehicles.

On or after January 1, 1975, no self‑propelled passenger vehicle that has been so altered, modified or changed shall be operated upon any highway or public vehicular area without the prior written approval of the Commissioner. (1971, c. 485; 1973, cc. 58, 1082; 1975, c. 856.)

I interpret that 'special features' as being a 4x4, winch, etc. The other message boards say that it is illegal. I'd hire a lawyer if I got a ticket for it though.

Here is a link to Wisconsin's LiftLaws. This is not the Official State of wisconsin page, but it does have references to the statutes, so they could be looked up fairly easily.

Here is a link also to the Wisconsin Motor Vehicle standards document:

Here is a link to another website I thought was helpful, it has links to all state's vehicle laws:

Specifically here is Wiscsonsin's:

This all depends on how your Liberty is titled in VA, for instance when I bought my Liberty it was titled as a "Station Wagon" and no GVWR was listed on my registration but I had it re-titled as a "Sport Utility" and now the registration says 6000 pounds as the GVWR. It is possible to change the GVWR as well but it costs more money. I had my Suzuki registered with a 7600 GVWR as to get the higher bumper height but I had to run 'Truck' tags on it which are considerably more expensive.
