I emailed Daimler Chrysler Canada to ask them what a tune up is, exactly, and this was their response:

We must respectfully advise that, as the manufacturer, DaimlerChrysler's
authority lies with warranty concerns. Any technical information from
DaimlerChrysler Canada is distributed to our dealer network.
Further, we must stress that dealers who sell and service
DaimlerChrysler products are independent business enterprises. As such,
the administration of dealership procedures and practices is controlled
by the dealership management and they establish their own prices for the
parts and services they provide.
