are there clips that hold the axles in or do they just slip out? does the bearing stay in the housing or is it pressed on the axle?

The 8.25 is a C-clip axle so yes the cover must come off.

The bearings and seals stay in the axle tube.

In that case it should be possible to pull the axle and remove the brake backing plate.

thank you, my backing plates have rusted thru and are loose or the rivets have broken. haven't got that deep into it yet..
