FSM shows fuse no. 15 (50A) as the main fuse that feed the Low Beam relay. (under hood in Power Distribution Center)
It also feeds power to the horn, fog, power windows, and power sunroof. If all of these items are working ok, then fuse 15 is good.
Fuses no. 4 & 5 supply power to each of the low beams individually. 4 is right side, and 5 is left side. (located in fuse panel in dash)
The relay is operated by the Body Control Module from a signal it receives from the headlamp switch. Fuse no. 6 supplies power to the BCM. (located in fuse panel in dash)
You could pull the relay and jumpier the pins no. 30 to 87 and if the low beams illuminate, then the relay or the headlamp switch is bad or the relay is not getting a signal. (located in fuse panel in dash)
You could always simply swap relays using the horn or fog lamp relay to test as they are the same relays.
