First get yourself a 12v test light and test each side of all the fuses that feed the circuits you are having problems with. Visually looking at fuses for continuity is worthless.
Then report back after you have tested all the perident fuses and we can go from there.
The top of the fuse has two small metal tabs protruding through the plastic made for testing purposes while still installed.
