My '05 KJ CRD has 234K miles.... 3" lift... front tires are wearing evenly on the insides of each tire. Can the rack and pinion be the cause of this? When I added the control arms... I can't recall the guy in Ohio or PA that made them... red in color. ... The front end shop said the adjustment was maxed out.

My charge air cooler is leaking again and the oil saturated the rack and pinion bushing too so those are shot also. The car steers fine.
The steering wheel position has moved just a bit too.

The Rack & Pinion normally only controls "Toe In".
If the rack is not loose internally (worn out) or leaking fluid, the rubber mounting bushings can be replaced if they are worn out or have become too soft.

Based on your description,
Inner-Edge Tread Wear:
Inner-edge tire tread wear is the most common tread wear problem most technicians see.
The angles causing this type of wear are can be negative camber or toe in or a combination of both (see "One Side Wear" on chart below)
