I have never heard of a having to buy a sticker. You do have to have a permit to be on most BLM land, but that is enforced once in a blue moon. Each reservation has their own rules and permits, as do some state and county recreation areas. There is no "master" sticker to purchase just to be "offroad", however.

There is a requirement for some off-highway vehicles to purchase a premit/sticker, but it applies to vehicles which are designed primarily for off-highway travel and weigh 1800lbs or less; this includes the Rhinos, quads and other vehicles or bikes. Since your Jeep is not designed specifically for off-highway use and is registered thru the DMV it does not require the sticker. As mentioned you do need a State Land permit to access most of the good trails and such that are either on State Trust lands or surrounded by them.

More info on the OHV sticker program here.
