Is there anyway to set up a camera system so I can have recording from my vehicle.. not like a Dash cam but like from the top down or from the underbody up?

Sure it's possible. You will not see anything once the thief steals your camera and DVR with the rest of the stuff he was after.

I can turn most disposable cameras into reuseable digital IR cameras if it turns out that you need one
