b) what do i download?
c) who developed your ICS? (is there an official company that makes a particular one?)

I searched in google play and came up with all kinds of different themes ICS Launcer, Free and Payed for.

Ice Cream Sandwich - or - ICS is the name of the new software of the Android Operating system.
Android 4.0 is being pushed out to select devices, if people are already receiving it, usually you just have to wait.
