Headlights flash but won't stay on

I've searched the forums and haven't found this problem so here goes. I have a stock 2008 Liberty. When I turn on the headlights they flash on and go off. They might flash one or two more times but they never stay on. This is the same with the hi-beams. All other exterior and interior lights / electrical devices work without a problem.

I would check all of the wiring between the TIPM (fuse box) and the lights. If you have an intermittent short or open, the TIPM could be killing the circuit. If you don't have stock bulbs, this may be the cause as well.

update: I checked the voltage at the headlights and i'm only getting 1.5volts when they are supposed to be on.
