Check all the plastic vacuum lines and small hoses for the vacuum system that controls turbo vanes. They are known for cracking, collapsing, breaking, etc... If this happens, it can greatly affect turbo boost output.
Also may want to try a new MAP sensor; if it goes bad it can give false signal to the ECM and cause low boost issues.
