unless the outside air and the coolant temp are both over 70F they cycle on.

That includes air temp in the 90's - but coolant below 70 - they still turn on.

(Oh yeah 65,000 miles when the 1st one died)

According the FSM, it is more of a timed event but yea, it depends on the ambient air temp as to how long they stay on.. Usually 20-23 seconds, then they go into a sort of trickle stage for another 2 minutes or so.
