Tranny won't shift into 5th gear when cold?

My OD has never been locked out. That's at 10 F. My engine does heat more quickly when I manually lock out the OD. I strongly suspect the trans heats more quickly also, although that doesn't seem to be an issue.

I was thinking more about a stick on Titan heater stick it on the bottom of my trans pan or should i stick to to the side of the trans? Also does anyone know how these stick on heaters are wired do i have to wire them into my electrical system or do they already come complete just run the plug in cord?
