Part of that is a signature of a GDE tune. On cold starts a GDE tune will idel at 1000 rpm's for maybe a second then drop to the 720 normal idle speed.
I have had a GDE tune since they first offered it. My CRD sits in a heated garage that is kept 40f or more and at around 42f the CRD does not start as well if it were 50f to the extent I wonder if it would start at all at say +10F. It's not gotten that cold here this year of I would try it. A few other owners with GDE tunes have noticed the same thing and the "magic" temperature mentioned is 42f..

If I were you I would call Keith at GDE with your serial number and see if you have one of their tunes.
