I'm not worried about having overreved the motor and hurt it since I doubt a flash to 3500RPM would hurt anything, but the tach being permanently pegged is obviously a problem.
Any thoughts?

The problem is mostly confined to the guage cluster its self, remove the guage cluster, remove the clear face, and gently push the tach back to zero, reinstall and check for normal operation.
