Does the CRD employ a lift pump to deliver fuel from the tank to the engine? If so, where is it located?

No.
There is no lift pump on the CRD fuel system. This is why you have to hand pump fuel filter when you either run out of Diesel or when you change the fuel/water separator.

When you prime the pump, it is pulling 3lbs/sq. inch vaccum from the tank directly and then it is getting pressurized into the rail through a pressure pump to 27,000psi

The lift pump is incorporated as part of the high pressure fuel pump located on the engine. There is no pump in the tank.
