Put a small jar under the water in fuel sensor and drain some of the fuel out of the bottom. Cap the jar and set it aside then go ahead and change the fuel filter. If there was water in the filter you will see it as a water bubble under the fuel in the bottom of the jar after sitting overnight. Some of the Racor units have the glass jar bottom as part of the filter. Besides freezing up and blocking fuel flow, water will swell up the filter fibers and restrict flow causing running problems.
