I keep noticing this in the maintenance schedule, but can't find it in the FSM. Can someone tell me where it is, how I tell if it needs to be changed, etc?

i think it is the small filter on the passenger side of the truck by the PS res.

it looks like an inline fuel filter

Yeah, it looks like a little lawnmower fuel filter dangling there in the engine bay above the passenger front tire. I took mine off and I could easily suck air through it, so I put it back on. I might change it at 50k.
