I am curious about this because I am facing a move to VA and the Govt's check is paying for a new turbo back for my TDI. My plan was no cat or muffler because the info I've found indicates that no visual check is performed. Do they check for muffler and cat during the separate yearly safety inspection? If so, is it both muffler and cat or just muffler?

In response to your question, an oval muffler would have more clearance than a round one. My exhaust guy installs magnaflow on diesels instead of flowmasters because of the sound-deadening media type.
