A certain amount of drag is normal for all disk brakes. If an individual wheel is actually dragging the wheel will be much hotter to touch than the rest after you have driven any distance. Bad calipers can cause this and the stainless steel clips the brake pad rides on becomes corroded and will cause one wheel to drag.
