I have an 06 without the tow package. Do I still have the wiring inside under the drivers dash for a brake controller? I'm thinking of getting a pop up camper and want to have all my ducks in a row.

Depends and maybe are the key words
I've found most information here but the site is down just now.

You "might" have the blue wire "if" you have a EVIC.
If no EVIC then you'll most likely need both cables that are mentioned at the site  I needed both cables on my 06 Limited. I recommend getting the Chrysler wiring because Jeep uses relays for some trailer functions to isolate the jeep from the trailer and the relays come with the trailer harness and are in the right rear quarter panel

Here is the write up I used when I installed my brake controller, pretty good info there.

+1 with CRD Sport.

I didn't have the tow package but DO have the EVIC. I just bought hte MOPAR wiring harness and hooked up as described in the provided write up two years ago. Still going good.
