The voltage to the glow plugs is not a steady DC that is easy to read, instead it is an on/off pulse depending upon how cold it is. Any reading you get will be an average for the conditions you are testing under. When the engine is colder the voltage will read higher due to the longer on pulse, not so cold, the voltage will read lower due to a shorter on pulse. Warm engine, no on pulse. This may be an over simplification to some, but I hope it helps you understand why you are not getting a reading you expected.
Modern automotive electrical systems are freaky to some, but with all of the tricks, they can shove more down a wire besides current. Gone are the days of straight glow plugs that run on 12 volts.
