As far as I can tell the cruise control is not directly fused and there are a bunch of reasons that would cause it not to work. If you haven't done so already check the sticky entitled "Sam's CRD Noob Guide" near the end of his first post are links to the factory service manuals for 05 and 06. While to put it nicely those manuals are not error free with respect to the CRDs they are helpful and do contain information on diagnosing cruise control issues (search for cruise control or speed control). I'd also suggest using the boards search function for the same terms, scroll down in the Search in Forums box to limit your search to the CRD Love that Torque forum. There are several threads on cruise control issues including at least one note that says a burned out brake light filiment can disable cruise.
Your friend is blowing smoke or passing on an ancient legend. In today's turbo charged small diesel vehicles cruise works just fine on the open road in most terrain and causes no problems. The exception being I wouldn't use cruise in mountainous terrain, going either up or downhill, for any type of engine where that use causes frequent gear changes and going downhill can result in downshifting and attendent RPM increase to slow the vehicle down. In my personal opinion that's hard on the sytem. Now in the big tractor trailer (e.g. semi) universe and the old days of no turbo using cruise on most any hill was impractical and possibly harmfull. I've used cruise as follows with no problem. 1993 Dodge D250 Cummins turbo 75,000 miles, 1995 Dodge Cummins turbo 36,000 miles, uptraded to a 2005 Liberty CRD turbo 32,000 miles and stoutdog has put about 14,000 miles on his 06 Liberty CRD with no issues.
That said if you value your turbo life use the proper weight diesel rated oil (Mobile 1 or Shell Rotella), good quality oil filters, and in my opinion an oil change interval no longer than 6,000 miles AND after any period of high speed and/or hot ambient temperature driving with or without cruise be sure to follow the turbo cool down instructions in the manual.
