Easy parts of the diagnostic first - check for air intake blocks (dirty air filter for example) or air leaks (tear in air filter box to turbo hose down at the bottom end or leaks in the turbo>intercooler>engine hoses). Others will have more detail.
The best option on EGR issues seems to be a GDE tune which pretty much deactivates it without a code and does lots of other wonderful things for performance and improved fuel economy.
