is the fcv valve the same as what dc calls the vacuum reservoir?

For the FCV, follow the hose out of the intercooler (the drivers side of the jeep) and trace it to a large metallic structure attached to the engine with couple other wires and pipes hanging off of it. In other words, if you are to replace the #3 glow plug, it is right in the way.

To save Warp's blood pressure, I'll say it for him: it is a POS. It is one part (there are others) that the GDE tune helps to prolong, others have bypassed/disabled it, etc.

Thanks Boilermaker2 I'll unplug it and see if the noise stops. Dont want to waste my time or money on that if I can just get the gde tune

Just as a precaution (but I think is unnecessary because I think it fails open), make sure the engine is running and at full operational temps. You disable the FCV by unplugging the plug on the air intake on the other side of the engine, commonly referred as the "off road mod."
