Sorry to revive a long dead thread, but I have this exact same problem and am hoping somebody might remember what came of this?

Your issue could a bad pressure switch or the "freon" charge level.

Start there.

I disconnected the 2p AC connector. no change.
I jumpered the terminals in the wiring plug. no Change

I disconnected the 3p connector on the driver side. No change.

The wiring diagram would imply that the 3p switch is variable resistance, so I didn't try to jumper anything. Will look closer at that tomorrow.

Check for rust at fan connections.
