I was installing a new battery and found this tucked in beside it, with a long 2 wire cable that goes in near the firewall somewhere. Pull the ring and a plastic pin comes out, when you look in the hole there are a set of spring loaded contacts that are together, the pin pushes them apart when in place. Any idea what this is? The only thing I can think of was a power connector for a front tow rig, there is a steel tow bar installed in the front.

Maybe a an electric brake in case of separation while being towed it looks like.

Not a power cut-off, it starts and runs fine with the plug in or out, I tried that first.

I think the term that you are looking for is: "a throw-away item"

Seriously, it sounds like it was not working, whatever it is. The link posted above gives you an indication of it's origins. Circular file it.
