NY diesel inspection change as of July 1,2012

There is a new inspection law for New York state diesel owners. After July !st, all 1997 and newer diesel vehicles will be subject to an OBD II emissions inspection along with the safety inspection.. Of course the fee will double. Details are still sketchy , after repeated calls to the NYSDOT and the clean air commission , not one person can give you any details as to what the inspection will cover.

Will it detect a performance chip or programmer and fail the inspection?

I went in for an inspection today and my check engine light failed the inspection :!:
8,500GVW and below are now subject to emissions inspection!

One thing that is for certain is any emissions equipment that the vehicle came with from the factory will need to be in place.

I had both of my Jeeps inspected inspected in NYS, both passed as per the OBD test :wink:

Unless you are in a very remote part of NY where there is a surplus percentage of intelligent people, the State Inspectors are the ones that Jiffy Lube would not hire.
Before Illinois shut down their Emissions Inspections for light vehicles, they were complete Idiots. With my '91 Jetta and '73 Chevy C-30, I told them the vehicles were Diesel and they asked me where the Spark Plugs were. :ROTFL: :ROTFL:

From what I've heard, as long as you don't have your check engine light on you're good to go. My guy only takes 5 minutes to do my inspections and that includes pulling the cars into the bay. :BANANA:

OBD II inspections generally just look for codes so if your CEL is off chances are you are ok although it would be a good idea to make sure the CEL light works. Should come on briefly when ignition is first switched on or when you invoke the instrument cluster test (hold the trip odometer button while turning the ignition on). FYI if the bulb does not come on don't let anyone sell you a $700+labor instrument cluster as the bulbs are ca. $1 LEDs and can be replaced.

They also will visually look for the catalitic converter but not whether it's gutted. This sort of inspection change is why I've recommended that those who pull their catalitic convertor should hang onto it just in case.

I suspect they won't look for the EGR; doubt they would even know where to find it but a Provent might raise eyebrows.

GDE tune should be invisible.

LOL, I have know the guy since he was a baby with drool going down his chin. After he was done and it passed, I informed him the EGR, and the FCV is not connected, which he thought was funny. The CEL does not work, and I have to check for codes before the inspection. No one gets a sticker until the state reads the OBD.

I also get the 5 minute inspections, he must be getting a little paranoid he actually made me tow over the trailer this time.

The hood was not even opened. I was going to have the dealer do it while the did the rear control arm recall, but I nixed that idea because I figured they might start sniffing around for some extra income, and once they scrape the old sticker, no one wants to touch it with out being sure all is in good order.

If your in NY it doesn't matter what your buddy thinks, the computer connects you vehicle direct to Albany. No way to bypass it. Sorry to say NY followed the admission standards of California. :cry:

I just took my 06 liberty crd to get it inspected, and the nys inspection computer said that it could not connect. I then took it to the dealer, and had the same problem. The dealer scan tool was able to read the ECU/PCM just fine, with no codes present. Also another scan tool was able to read the ECU/PCM. Has anybody else had this problem, or have any ideas? There are no mods to the vehicle and the software in the ECU/PCM is up to date.

No sticker, dealer spend a lot of time checking everything and couldn't find anything wrong. I was wondering if it was problem with the nys machine being that I had the same problem with two different machines at two different garages.

Did you contact the DMV in Albany and let them know, and ask if the dealers scan could exempt you from what their system could not read? I know one of the earlier TSBs back in 05 or 06 said the Jeep needed a reflash to connect to some aftermarket OBD scanners? Did you have that done?

BTW, both of mine are read fine at the NY inspection station.

They did contact the state, and they said that they had no problems with the CRDs , not sure I believe them. That's why I wanted to know if yours read ok? The ECU was reflashed and still have the same problem. They are now going to replace the ECU for 887.00. After you spend a ton of money they will give you a waiver, but its for one year and only one time.

In our state they have OBD scan and inspection of emission equipment and I have provent installed ( good clean install) they hooked up their computer no CEL , slid huge mirror under the jeep to check exhaust pipes opened hood took a looksy and told me I passed. :pepper:

Hey guys i'm having issues with this bullpoop right now. Gave my CRD to family who need it inspected. The NYS emissions system won't communicate with the CRD for whatever reason. It has the f37 transmission flash on it and GDE Hot tune. WTF do i do? :banghead:

You are xxxxxx, I have the same problem and had to take the waiver! That means that means that after 1year it can no longer be registered in NYS. No idea on what to do, will have to junk it or trade it by march 1 2014. With 250K on it no likely to get anything for it, even though it runs perfect and has no rust.

Buy a mailbox at a UPS Store in another state, register the vehicle to that address.

You will probably need to change your license and insurance to that address too, but it will probably end up being cheaper.

Does Ct inspect diesels like NY? This whole inspection thing is such a racket, The Mob must be jealous they didn't think of it first.

Is there a record of the CRD TSBs on this site? Seems like a good idea for a sticky. I know some of them (like F37) are generally regarded as negative, but it would be nice to know what the good ones are and make sure that they've been done to our vehicles. I wonder if that reflash would keep my Jeep talking to my OBD scanner for more than 10 miles?
