That is only partly true: You still get the $13,500, then that number is reduced by whatever the buyback is negotiated to be. For instance:
Start with $13,500 received, and you have no vehicle.
Buyback for 3500 negotiated (Offer 2500 to start and see where they go - haggle hard!)
Now you have $10,000, AND a collection of good engine parts and some other stuff.
Buy mine for $5,000, swap the engine into it
Now you have $5000 in your pocket, one good CRD with a CLEAN title, and one collection of parts / scrap metal that at minimum will net you another $400 in scrap value.
Good math...

edit: Here are your requested numbers, and I am offering what MoparPartsAmerica is charging - I am probably going to figure on getting 50% of each of these numbers from the parting out - I haven't sold anything yet, pending what happens with your situation. Looking at these pictures, I am reasonably confident that the engine proper is still just fine. Doesn't look like the damage got behind the front crossmember, just the plastic got taken.
