When AC has been pushed on and setting is at "face" vents the AC turns on and off every 3-5 seconds for whole duration AC is pushed. More specifically I can hear the engine changing as it clicks on and off. Is this normal?? It's extremely irritating when I'm idle somewhere and that's all I can hear, and also feel the slight clunk when it engages.

Check refrigerant pressure. You may have a leak.

Sounds like you may be low on R134a. There is a pressure switch in the freon circuit on the low pressure side that looks for a minimum pressure to allow the compressor to run. Low freon will cause this switch to drop out and the compressor will cycle on and off. You can jumper out the switch and see if the compressor runs continuously, if it does it it is low. If the freon drops further, it is likely the compressor will not come on at all. Pick up a can of 134A at your local auto parts store and install yourself and see if that helps. Chances are if you are low on freon there is a leak somewhere and adding the freon may only be a temporary cure.

You can get refrigerant with stopleak in it at Walmart, in a package with a cheap gage and installation hardware. Don't use more than one can of stopleak.
