The chirping noise is most likely being caused by the overrun pulley on you alternator being bad. It's a common problem.
A new style fuel head is not a guarenteed fix for air in the fuel and some think it's a result of the air in the fuel causing the original fuel heater to overheat.
The best cure for air in the fuel is to install a IN TANK LIFT PUMP
My CRD had it bad from day one. The dealer and Chrysler's warranty was no help
