You've never been to China, have you?
I have, and let me tell you that China is already suffering for lack of concern with environmental quality. I was there for two weeks, In Beijing, Chunking, Xian, and Shanghai, and got to see blue sky for a whopping 3 hours one afternoon. The entire rest of the trip was under gray smog-colored skies, and the sulphur smell of coal burning never left my nostrils until we were on the plane back to 'Frisco. China has a sky-rocketing asthma rate.
