If "J2534" means you have the flash tool to install the programming, GDE does provide the programming without the tool/tool rental.
I would suggest that one reason the GDE tunes are expensive is that unlike programming for the other diesel trucks, Libby CRDs on the US market are a very small market indeed. There were only around 15,000 of them built for the US market in total and attrition has certainly cut into those numbers. We have a bigger share of the development costs to bear because of it.
For what it is worth, I'm a pleased customer, having put the GDE ecotune on my rig.
