Yes to both of those, but those are two totally different issues. Oil pressure gauge is measuring the difference between atmosphere and filter inlet, whereas the filter's internal bypass valve is measuring the difference between filter outlet and filter inlet. Two totally different things. The oil pressure being over 12psi does not necessarily mean the pressure differential between the two sides of the filter is over 12psi.
Absolutely Joe, exactly what I have been saying!
Without measuring oil pressure on BOTH sides of a filter with either two gauges or a dual input differential gauge, one cannot say with any certainty that the bypass valve operates even on a cold start. I for one am not fully convinced it does!
