Interesting point, I suppose it's possible to not remove the temporary screw in plug at the bottom of the new filter and replace it with the WIF sensor in which case it might produce these symptoms but since you MUST unplug the sensor to remove the filter I would hope not. Alternatively something is causing a current flow from one side of the sensor circuit to the other which turns the light on. First step for that would be to pull the sensor plug and give things a good coating with dielectric grease to seal out water and see if the problem goes away. Second step would be to replace the WIF sensor unless someone knows how to test it. If not then there is likely a wiring problem; on a 06 I'd start looking for that where the harness goes behind the fuel filter head bracket.
